The initial three year contract was awarded by the Department of Justice on a design, build, finance and operate basis. The centre is arranged in a spacious campus format. The 130 bedrooms and living accommodations are located in a range of single and two-storey buildings. Catering and other support services are located in a separate building.

All day to day services including reception, catering, security, maintenance and management services are provided under the terms of the contract and up to 1,200 meals per day are served.

This contract has been renewed and extended. ECC has also extended the provision of these services to additional temporary locations including apartment buildings and hotels secured under term lease agreements.
