In 2001 East Coast Catering Limited successfully tendered and won a contract with the Government of Ireland for the provision of a turnkey service to accommodate up to 400 asylum seekers on a purpose built campus in Finglas, Dublin, near the airport.

The initial three year contract was awarded by the Department of Justice on a design, build, finance and operate basis. ECC provided a turnkey package incorporating the provision of land, buildings and associated infrastructure together with the subsequent provision of accommodations, catering and facilities management services. ECC performed the following functions in connection with the capital works on the site:
  • Site selection and assessment 
  • Planning and design of site layout and internal building layout 
  • Project management of all contractors on site
  • Procurement of all plant, equipment and furniture 
  • Approval of all licenses, permits, etc.
  • Monitoring of site safety during construction
The centre is arranged in a spacious campus format. The 130 bedrooms and living accommodations are located in a range of single and two-storey buildings. Catering and other support services are located in a separate building.

All day to day services including reception, catering, security, maintenance and management services are provided under the terms of the contract and up to 1,200 meals per day are served.

This contract has been renewed and extended. ECC has also extended the provision of these services to additional temporary locations including apartment buildings and hotels secured under term lease agreements.
